Entitled "The Juche Idea and Liverpool". A seminar text discussing the Juche idea as an application of Dialectical Materialism focusing on oppressed peoples and nations. It examines the concept of self-reliance (Chajusong) and independence in the context of national minorities and imperialism, with specific reference to the diverse communities in Liverpool, including Toxteth youth, Islamic groups, Chinese, Irish, Welsh, and Jewish populations. The seminar critiques leftist reformism and emphasizes the success of oppressed groups practicing Juche philosophy in resisting oppression.

Neond. ca. 1150 words The Juche Idea and Liverpool It is clear that the Juche idea is the application of Dialectical Materialism to the present stage of World development. Dialectical Materialism teaches that the source of change in class the World lies inside the World itself. In society the source of and change is the people who are oppressed by society. Consequently the Marxist must base his work on the oppressed people, but more importantly, on the activity of the oppressed people themselves. What Marxism must bring is scientific solutions to the problems the oppressed face, But those scientific solutions must be based on the most detailed, intimate and profound acquaintance with the actual life of the oppressed. The oppressed themselves must be their own liberators. To look outside the activity of the oppressed, to some "condescending" liberal or reformist "saviour" is not merely idealism but also metaphysics - that is, it will not change the and world. The more materialist we are - the more we rely on the independent activity of the masses - the more dialectical - that is, revolutionary, we will be. Comrade Kim Jong Il sums this up by saying that the revolution "is a And he further says: struggle of the masses to free themselves." "It is the communists and the people of the country themselves who are the performers, the masters of this struggle." The Juche idea extends this world outlook of Marxism to the present age, when oppression is above all the oppression of nations and national minorities by imperialism. What Marxism says of the oppressed in general, the Juche idea says of oppressed nations in namely the main in the world. particular: the oppressed nations are the source of change; we must rely on them; we must have intimate knowledge of their lives; they must have complete confidence in themselves, avoiding a flunkeyist their own abilities attitude to the imperialists, having pride in their own achievements. and take Cleaves the way open for and confidence in their own abilities. Anything else risks looking to a "condescending" racist and chauvinist "saviours". Comrade Kim Jong Il expressed this by saying: "Without the sense of national pride that one's nation is inferior to none, without the pride and honour of the revolutionary people, it would be impossible to live up to one's convictions in an independent manner, uphold national [dignity] independent and dignity and emerge victorious in the difficult revolutionary struggle." Liverpool is a city to which these views are particularly relevant, as it is a cosmopolitan port in which the national ? question is very much the primary question. to the fore.

  1. And we can truthfully say that the successes and failures of the oppressed in Liverpool reflect very much the extent to which they have put into practice the Juche idea. Their success in putting into practice Chajusong/Independenee is a precise measure of their success in resisting the oppression they face. The left in Liverpool show no signs of putting the Juche idea into practice. Far from cultivating Chajusong, they are mostly xxx reformist and look to handouts from Westminster to solve the problems of the oppressed people of the city. The left are also communities of overseas origin, totally cut off from these most oppressed, peoples, and have repeatedly that shown complete ignorance of the actual problems the oppressed face. most But the oppressed in Liverpool do put the Juche idea into practice. In 1981 the youth of Toxteth xxx relied on themselves and acted directly to fight the suffocating straitjacket of police harassment that they had faced for years. In doing this, they repeatedly show their contempt for the attempts of the established left to hijack the it struggle and rob it of its independence - its reliance on self - its organisation Chajusong. The Militant came into the area during the riots, trying to get the rioters to join the Labour Party? They were simply chased!! out The CPGB, via the Charles Wootton Centre, tried to keep the struggle within nice legalist and reformist channels. As a result they became completely discredited. The Reformists tried to drown the struggle of the oppressed under a stream of promises of philistine materialist people type. While the blacks wanted to walk the streets with dignity, the Labour Party promised by more home helps! exp. The people of Toxteth have a real pride in themselves, and there genuine is a real pride in black culture and in being black in the area. Xoxwk Toxteth used to be a very prosperous area in the early 19th century, and there are statues of prominent men of that period scattered people around the area. When the blacks discovered that one of the statues of the men was that of a slave-owner, the statue was immediately removed by the direct action of the masses! Many, however, are so downtrodden by capitalist society that they turn to that opium with which the British poison used to stain the Far East. Many undergo moral collapse. But there is also among the people of Toxteth a firm rejection of Capitalist corruption, and a rejection of the whole ethos of imperialism. There is, for example, a very fine black poet in Toxteth whose works are popular throughout the community, and indeed the city. Thus the people of Toxteth practise Chajusong. In Liverpool we have a xxx very vigorous Islamic culture, with many and various religious and cultural activities. Despite the continuous

  • and ir extreme hostility of the (racists, the Muslims in no way conceded to the predominant imperialist culture. We have, for example, a flourishing groups of Urdu poets, and many similar independent cultural activities. Pakistanies, Iranians, Yemenis, all retain to the full the independent national and religious identity. And they vigorously repudiate the subjection or domination of Islamic peoples by Zionism or from any other source, upholding the inalienable rights of the Islamic peoples to Chajusong/Independence. There is also some interest among them in Asian Communism. 15 among The Chinese community in Liverpool is the oldest in Europe, and its members It has long been ignored and despised by the local "Left", But they have complete confidence in themselves and practice self-reliance. The Chinese community are almost entirely crime-free, and resists better than any other national minority on Merseyside the prevailing ethos of corruption. The self-help tradition runs deep in Liverpool's Chinese A Chinese pagoda was built for them by the local authority, but it was only after they had asserted real control over it that it began to flourish. The first organiser at the Pagoda, council-appointed, had been the non-Liverpudlian son of a Taiwanese general! The Chinese people. They retain totally their interest in China, and display great patriotism towards the People's Republic. The whole community celebrates national day; and what great assertion of Chajusong could there be than the er on of China sight, at the celebrations, of the Lord Mayor of Liverpool standing on both British flag a platform decorated with the Union Jack and the Chinese red flag! They do bring the Asian Communist tradition to Liverpool, and I for one wouldn't have developed as I did had it not been for the influences of the Chinese community, even if only to the extent of the bookshops. The Irish in Liverpool have a long and proud history of independent however, Care of ancestry. 6 not struggle, producing such heroes as Jim Larkin. The British state has over many years succeeded in reducing this independence so that I have heard Irish people bitterly comment that although two Liverpudlians in five were Irish, "now they're all Brits". Certainly there isn't a vigorous Republican movement on Merseyside, and the Irish centre even refuses to put An Phoblacht/Republican News on sale on the grounds that it is"political". (presumably there's no politics inside the 'Irish Independent' or 'Irish Times'!) But that is only one side of the picture. 'An Phoblacht/Republican News' is, I am informed, by the bookshop that sells it, the most popular left paper on Merseyside! And there language is a lot of interest in Irish culture, with classes in Irish running successfully, and attempts being made to teach some Irish history. Clearly the Juche idea presents the way forward here. 6 I myself am Welsh, and the Liverpool Welsh have tended to melt away, with the small Welsh chapels around the city struggling on with

But my experx(i)ence is that the Welsh people do have national pride, and I have heard a lot of interest expressed in tuning into to Channel S4C, to seen(e) the adventures of SuperTed! Most Welsh people feel some link with Wales, and I, for one, am horrified by the crushing of Welsh culture and traditional life in Wales. (however, The Jewish population of Liverpool have largely gone over to Zionismy(m) and the cult of Israel dominates many Synagogue activities. (There is) But we have a small but vocal Jewish Socialist Group in Liverpool, and what is interesting from the viewpoint of the Juche idea is that they insist that Zionism is alien to the real Jewish culture and life, (Western) with its roots in a quite different kind of life to that of modern America- -centred Zionism. Hopefully this authentic Jewish culturecan be restored as the Jewish people cultivate Chajusong! As can be seen from this brief survey, those national groups in Liverpool who have best resisted oppression are precisely those who have practised the Juche idea. As that is the case, how much more success would be achieved if (were popularised) we were to popularisel(s) the philosophy of Juche among the masses. If we can truly merge(e) ourselves (with the) masses, and if (independently) those masses can gain the confidence to æt(a) and the skill to tackle(e) their problems, (k) then surely the future will be bright.

In Solidarity Vince Donnelly Irish P.O.W. Dear Hugh, [Thanks for your letter and literature. I do not in any way consider my self a political intellectual so I would not be so arrogant as to address such a well- versed seminar on matters on which you would obviously be more conversant with than I.] I am a humble volunteer in a peoples army, and although that entails a minimum political education, I am in the main just what I said a volunteer. My function is to identify the enemy and then to set about destroying him. There are of course more than one ways of doing that, the physical force path being only a means to an end; its main function in my case to draw international attention to our political demands. In North Korea, prior to liberation, this would not have been sufficient, and so the war had to be fought with blood, guts and bullets. No. 243 30141 7-10-63 XMS
