Speech of Hugh Stephens to Commission No. 1 (Disarmament), 7th Congress of AAPSO. It is a great priviledge to address this Commission on such an urgent matter as world disarmament, and so as to save the precious time of delegates, I shall confine myself to making just one point. ① This is that the struggle for nuclear-weapon-free zones is an element of the struggle for world peace that greatly enhances the potential role of the peoples of Asia, Africa and Latin America in the world peace process. This fact was clearly demonstrated by the excellent and constructive contribution made by delegates of these continents made by delegates to the historic recent Berlin International Meeting on Nuclear-Weapon- Free Zones. Erich Honecker singled out two themes in the comments he made at the Berlin Meeting: 1) That peace must cease to be discussed in general terms, and immediate matters. A practical importance must be undertaken. 2) That the fate of world peace will not be decided by a mere handful of states; all countries, great or small, strong or weak, can play a role in the struggle for a nuclear-free world. Taking the success of the Berlin International Meeting as a turning-point, is it not an essential task of AAPSO to collaborate with the World Peace Council and other relevant bodies to urgently assist in the exchange of experience, particularly in such complex fields as international law, drafting agreements and treaties, analysing strategic data, and so on. In this way the comparatively advanced experience of such countries as those covered by the Tlatelolco and Rarotonga Treaties 2
can be shared with other peoples embarking on the 3 road of struggle for nuclear-weapon-free zones. Even in the region of Britain this experience is urgently needed. For example, there are powerful political factors and social forces that could be mobilised in support of a nuclear-weapon-free zone of Ireland and the Irish Sea. If such a struggle were to be taken further forward, two things would be clear: 1) International coordination would be deeply appreciated by all concerned in linking the movement to that not only in other European countries but also to the movements in Asia, Africa and Latin America, for the reasons I have mentioned. 2) The large and politically-sophisticated Afro-Asian communities living in Britain (communities represented in this Congress by the delegation from Britain) would be the
first to support such a peace Zone, and would be among the most stalwart in campaigning for it. A solid technical back-up from AAPSO would help this Afro-Asian community play a distinguished role and establish close links of friendship and solidarity with the peoples of Britain and Ireland, and would enhance the political prestige of Afro-Asian peoples in the world generally. So I should like, please, to propose that any documents to emerge from this Congress that deal with the role of AAPSO in the peace powers stress this valuable practical role that AAPSO could play in providing back-up in these technical fields.
